Job Summary

To assist the Jail Administrator in operating an efficient, safe and secure county jail with the intent to meet all county, state and constitutional standards.

 

Supervision Received

Employees working in this job class work under general direction and are usually in charge of an organizational unit. They plan and carry out assignments with considerable independence, and have some latitude in developing procedures and methods. They report to a superior by occasional conferences to discuss work progress or problems requiring upper advisement.

 

Supervision Exercised

Assists the Jail Administrator in managing Jail Sergeants (lead workers), Jail Program Coordinator, Correctional Officers, Dispatchers, and Cooks.

 

Assists the Jail Administrator in carrying out policy-making and supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; addressing complaints; training and rewarding employees. Responsibilities also include, in collaboration with the Human Resources Department, interviewing, hiring, implementing performance improvement plans, disciplining employees, and resolving grievances.

 

Essential Functions

This position description is not intended to be all-inclusive. Employee may perform other essential and nonessential functions as assigned or apparent to meet the ongoing needs of the department and organization. Regular attendance is an essential requirement of this position.

 

  1. Assists the Jail Administrator in operating an efficient, safe and secure county jail.
  2. Prepares work schedules for jail staff, ensuring appropriate staffing to prevent either over or under-staffing and makes recommendations regarding the same to the Jail Administrator.
  3. Conducts inspections of the jail facility to ensure cleanliness and conformance with policies, procedures, directives and orders.
  4. Assists in preparing and monitoring the county jail budget, operating the facility within reasonable budget parameters.
  5. Consults regularly with Jail Sergeants and line staff for the purpose of resolving problems and improving the effectiveness of the jail operations. Documents performance.
  6. Assists the Jail Administrator in researching, writing and implementing policies and procedure, directives, posts orders and memoranda as necessary.
  7. Identifies, evaluates and recommends staff training which positively affect the operation of the jail.
  8. Monitors staff to identify areas of deficiency or misconduct, and in consultation with Jail Administrator if available or acting on own initiative when necessary, takes appropriate steps to correct and/or initiate disciplinary action.
  9. Conducts frequent inspections of the jail facility to ensure cleanliness and conformance with policies and procedures, directives and orders. Initiates corrective action when necessary.
  10. Arranges for the repair and maintenance of the jail and equipment including scheduling outside repair vendors as needed.
  11. Maintains prisoners’ activity case files and various department records.
  12. Compiles data, prepares reports and types various letters/reports/forms.
  13. Enters all sentenced inmates into the pay to stay database and collect monies, sends out invoices and enters delinquent accounts into revenue recapture.
  14. Makes daily checks of Inmates’ property and monies to ensure accounting procedures are being adhered to, all accounts and monies balance and property is being inventoried and stored properly.
  15. Adheres to collective bargaining agreements, county policies and procedures, and applicable laws, including timely/accurate reporting and consistent/uniform administration of EEO, FLSA, FMLA, ADA, Workers’ Compensation and Return to Work programs, in close collaboration with the Human Resources Department. Completes departmental new hire orientations promptly and staff performance appraisals in accordance with county policy.
  16. Consults with Jail Sergeants and line staff regarding current inventory and possible supply needs which will require orders. Makes recommendations for purchasing to the Jail Administrator.
  17. Meets regularly with contract personnel; i.e. food service, medical services and educational personnel to discuss problems, receives feedback, and makes suggestions. Recommends any appropriate changes to the Jail Administrator.
  18. Works closely with the Jail Program Coordinator to ensure effective community release programs and training program.
  19. Communicates as necessary with Judges, Court Personnel, Law Enforcement and other professionals in the criminal justice system to maintain or improve the efficient operation of the jail facility.
  20. Completes new employee background investigations.
  21. Ensures that each Jail Sergeant has a neat uniform appearance and that each is capable of carrying out assigned duties and responsibilities.
  22. Ensures the proper use of equipment, security devices, and other property of the facility.
  23. Assists with investigations within the facility.
  24. Coordinates annual emergency practice drills in department.
  25. Assumes command of the jail operations in the absence of the Jail Administrator.
  26. Coordinates staff training.
  27. Conducts quarterly staff meetings, prepares meeting minutes, and distributes copies of minutes to Jail Administrator and Sheriff.
  28. Attend conferences and continuing education courses as needed.

 

  • Performs other related duties as assigned or apparent.

 

Minimum Qualifications

Two-years of post-secondary education in criminal justice, law enforcement, public administration, or a related field, two years of supervisory1 experience, plus three or more years of full-time work experience in a correctional facility or similar setting; or an equivalent combination2 of education and experience sufficient to successfully perform the essential duties of the position. Prior staff scheduling experience is beneficial. Valid Minnesota driver’s license required.

 

Must pass a tuberculosis screening and receive a certificate in medication passing and Certificates of Training in CPR, First Aid, and AED within 6 months of hire.

 

This position will typically work 5 days per week, ideally providing some evening hour coverage in the facility. Must be willing to be on-call every other weekend and periodically work flexible hours and weekends when necessary.

 

1The County is willing to consider substituting the 2 years of supervisory experience for completion of an accredited college leadership program. 2An equivalent combination of education and experience may include, but not be limited to, 1 year of post-secondary education in a related field, plus four years of full-time work experience in a correctional facility or similar setting, and 2 years of supervisory experience. Or, no post-secondary education, with five years of full-time work experience in a correctional facility or similar setting, and 2 years of supervisory experience. Etc.

Employment reference checks, a criminal background check, pre-employment physical and drug test will be performed as part of the pre-employment process.

 

Knowledge, Skills, and Abilities Required

 

Knowledge of:

  1. County and departmental policies, procedures, and practices.
  2. Federal, State, and local laws, rules, and regulations relevant to the work performed in this position, including DOC rules and regulations, data practices, basic personnel management concepts, and court and probation rules and regulations.
  3. Current principles and techniques applied in detention facilities relating to security, safety of staff and detainees, group management and scheduling methods, purchasing and accounting techniques and administrative responsibilities.
  4. Training in jail security, management and jail civil liability. Training in Pressure Point Control Tactics, taser training, CPR and first aid.

 

Skill in:

  1. Communication and interpersonal skills as applied to interaction with supervisors, staff, inmates, and the general public sufficient to exchange or convey information and to receive work direction.
  2. Organizing, prioritizing, delegating, and supervising work.
  3. Interviewing skills and techniques.
  4. Computer skills and typing skill sufficient to complete 30 net words per minute without errors.
  5. Preparing and making presentations to groups of staff / public speaking.
  6. Reading, writing, and speaking English proficiently.

Ability to Travel

Occasional travel is required to attend trainings and meetings in and out of Aitkin County.

Equipment and Tools

Computer, copier, fax, telephone, printer, 10-key calculator, shredder, hand tools, Security equipment (electronic control devices, hand cuffs, shackles, restraint chair), radio's, duress alarms and all other emergency type equipment (gloves, spit shields) and other job-related tools and equipment, county-owned vehicles, and personal vehicle (requires proof of insurance on file).

 

Physical Activities/Requirements

Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, carrying, use of fingers, grasping, talking, hearing, seeing, and repetitive motions. Must have the ability to lift and/or carry up to 50 pounds.

 

While performing the duties of this job, the employee performs medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Must be able to respond in all emergency situations and able to physically use force to subdue combative incarcerated individuals. Also on-call every other week and must be able to respond to the Jail at any given time during that week for any emergency situations.
